Based on our contacts and existing projects, we see a big need need to ‘unlock’ employee data within the public sector. Different actors ask the same question, having no or limited access to employee data, making it very hard to follow up on what is happening in the organization.
Public entities (fe cities) are often very big entities with complex structures. Data is spread over the organization in different tools and spreadsheets. The quality of HR data is not always very good and thus not ready for analysis and dashboarding.
Moreover, they do not have possibilities for benchmarking as different entities use different definitions (fe turnover of employees – regrettable or non-regrettable?, calculation of absenteeism, even the definition of a FTE (Full Time Equivalent) is subject for discussion.)
Existing tools are often not sufficient to take into account the specific needs and difficulties of public entities. Therefore, something new is needed. The opportunity we offer for an internship/thesis is twofold, quantitative as well as qualitative.
First of all, within our network we have public entities interested in looking at the possibilities and problems with their current data. Collection of data, merging different datasets, cleaning data and documenting the process is a first important step which should lead to dashboards which give more insights (age, gender, level, departments, cost structures, commuting distance, absenteeism,…)
But also the uniformization of definitions used by different entities is subject for research. A small survey can gather info on indicators used and existing differences. These could be discussed in workshops with different entities. This is a first step into a harmonisation of indicators and making benchmarks over all entities.
EY can offer you very intensive support in this project, bringing together all expertise (content as well as data expertise) and needed tools and software. There is an opportunity to step into a project, learn from experts and have impact on the result.
